Is he or isn’t he? Rumors swirled Friday night that Olympic swimmer Michael Phelps, a Baltimore native, was planning to make a comeback at the 2016 Olympic Games in Rio. A report from NBC affiliate WBBH claimed that Phelps would return to swimming and hopefully compete at the 2016 Rio Olympics.
