Sioux City plans to move its casino from the Missouri River to land.

The Sioux City Journal (http://bit.ly/uql5Zn) says the nonprofit agency that holds the gaming license has agreed to replace the Argosy Gaming riverboat with a land-based casino — with or without its current owner.

The Missouri River Historical Development board voted Monday to reject Argosy Gaming's initial proposal for an onshore casino but to continue to negotiate with its owner, Penn National Gaming.

A contract between the board and Penn National expires in July. If talks hit an impasse, the board would invite other gaming operators to submit bids.

Penn National spokesman Tom Burke says he welcomes the chance to improve the company's proposal but warned of legal action if the board solicited bids from other operators.
