Goldbeck, Deputy Director of the Bureau of Overseas Buildings Operations Lydia Muniz, and Chinese representatives Guangdong Vice Governor Wan Qingliang and Guangzhou Vice Mayor Cao Jianliao, broke ground on a New Consulate Compound (NCC) in Guangzhou, China today.
