The goldendoodle is good for allergies because they don't molt everywhere. No matter how small the chihuahua is, it will still molt. So chances are that your sister will be very allergic to it and any room that contains its hair.

Some people claim that Chihuahuas are the only breed of dog that don't affect their allergies. But no scientific evidence exists proving this. Usually people with allergies are allergic to the dander (dry skin flakes) and hair which falls of a dog. Chihuahuas are medium shedders, so if you an allergic reaction to these allergens then you might be better off with a very low shedding breed, such as a toy poodle. If you have your heart set on a Chihuahua, but you have allergies, then the best thing to do is to spend some time around Chihuahuas before buying one. Chihuahua breeders will be all to happy to let you spend some time with their litter and the mother so you can tell whether they give you an allergic reaction.
i found this on google, it seems that as they still shed a little it could flare up an allergy but because they are small and theres not masses of hair everywhere they could work for people with mild allergies

I already had an email on the research from a team of professionals I have worked with for over 20 years. I was just looking for a link to what I knew was reliable information.
The problem is saliva, not hair and dander. Dogs often lick or bite themselves, spreading the saliva to their hair and dander. If you take the chi outside and brush it every day with a soft bristled brush, it will go a long way to reduce the saliva your sister is exposed to.
