George Bush has appointed Sam Fox as the ambassador to Brussels. Sam Fox was a major Republican donor in Bush's second presidential election. Fox was a sponsor of the attack ads against John Kerry, issued by the Swift Boat Veterans for Truth.
President Bush first tried to appoint Fox last month. However, Fox's background was insifficient to qualify him for the job and it became clear that he would not be given Senate and House approvals. So President Bush pulled his nomination until the Easter holiday. While the Congress was on break, Bush put Fox into the role. Because Congress was on break, Bush was able to avoid the congressional approval process.
